The Spine Viewer app offers user to load and manipulate Spine skeletal animation within phone. The viewer app is optimised for mobile device and provide best performance.It can be useful for testing how skeleton data exported from Spine and rendered on android.
Pack your export data into ZIP and pick the file via explorer from the app. It'll be copyied and extracted to internal storage of the app, after that opened. Every picked file adds to database and can be fast loaded from the list on the main screen.

A pretty nifty viewer here. Hopefully there will come a time where models can be edited on a mobile phone.

It's a surprisingly easy app to use, and it does its job well, although it has a few glaring flaws here and there. First off, you have to zip all your assets into one file before you can import them into the app, you can't just select more than one file to import to the same project. Secondly, randomly selected rigged sprite assets will have a translucent or white square border around them with no direct cause or solution. It could be my files that are the problem, but some of them are fine.

Spine Viewer isn't perfect, but it is the only app that allows you to view skel and spine files on mobile, and it does it well and for free. Highly suggest downloading this app.
