- apps made on Google Development Kit for Android 6 (SDK 23 - recommended by Google) requires LOCATION
- apps made on older development kit (for example Android 5 - SDK 22) are still functional in compatibility mode without LOCATION need (mostly)
- google play blocks any downgrade for apps made on SDK 23 to lower (SDK 22)

Which was added in SDK 23 - http://developer.android.com/about/versions/marshmallow/android-6.0-changes.html#behavior-hardware-id - this version will not be updated to SDK>22 unless google cut off SDK 22 from google play.
