Common sense is a basic ability to perceive, understand, and judge things, which is shared by ("common to") nearly all people and can reasonably be expected of nearly all people without any need for debate.

In time, these people develop ties with one another, and lawmaking becomes inevitable. Paine says the people will be much happier if they are responsible for the creation of the laws that rule them. Paine is also implicitly arguing that such a system of representation is also better for the American colonists.
